Candidate Slate
The WCAD Board of Directors:
- hires the Chief Appraiser and the Taxpayer Liaison Officer.
- sets the budget.
- is forbidden from discussing values with the Appraisal District staff.
- do not receive compensation for service on the board but may be reimbursed for actual and necessary
expenses incurred in the performance of their duties.
- does not appraise property, hear protests, or make decisions affecting appraisal records.
- has no authority to set values or appraisal methods.
- appoints the members of the Appraisal Review Board (ARB, more info below).
The Appraisal District Staff appraise property and handle the records.
The Chief Appraiser:
- carries out the Appraisal District’s legal duties,
- hires the staff,
- appraises property, and
- operates the appraisal office.
The Appraisal Review Board (ARB):
- hears protests,
- is authorized to resolve disputes between property owners and appraisal districts, and
- it’s members are not employees of the Appraisal District and are not eligible for employee benefits
for their review board service. Members are paid a per diem of $200 a day.

Williamson Central Appraisal Review Board
Appraisal Districts were established in 1981, following the passage of The Property Tax Code (SB 621) during
the 1979 Legislative Session. ARB members were locally appointed to serve two-year terms at their local ARB
where they hear taxpayer protests and taxing unit challenges.
Appraisal Review Board are required for counties with a population of 75,000 or more. Taxpayer protests and
taxing unit challenges are heard by 3-member panels of the ARB. A new law was passed as part of the
constitutional amendment on homestead exemptions, which changed 3 of the 9 members of the WCAD Board to
elected positions.
The WCAD Board appoints members of the ARB and successful appointments require that 1) a majority of Directors
votes for the appointment and 2) two of the three elected WCAD Directors votes for the appointment. Therefore,
the elected WCAD Directors have a special veto power over the composition of the ARB. After listening to
the property owner and appraisal district representative, the ARB decides on the issues heard during the
protest.
The ARB members are still appointed by the WCAD Board. The change is that 3 of the 9 WCAD Board members are now
elected (technically 4 as the county tax assessor is now a member of the WCAD Board, with 5 members appointed).
Previously, all 9 WCAD Board members were appointed.
ARB appointments now require 2 of the 3 elected WCAD Directors to support the appointment, in addition to a
majority of the Board.
